Abstract

Cilj ovog rada je pokazati opravdanost obnove skloništa, a on se obradio na primjeru skloništa javnih dječjih vrtića grada Zagreba. Na početku je analiziran zakonodavni okvir koji okružuje ili je okruživao sklonišnu problematiku te samim time definira pojam skloništa. Identificirale su se suvremene opasnosti koje prijete na području grada Zagreba, analizom postojećeg sustava upravljanja rizicima od katastrofa i prepoznavanjem dodatnih indikatora, koji su kao opasnosti definirali ratna djelovanja, potres, poplave, industrijske nesreće i nuklearne nesreće. Isto tako prikazana je razlika u stanju skloništa javnih dječjih vrtića grada Zagreba. U konačnici je provedena AHP analiza za dobivanje prioriteta gradskih četvrti Zagreba za obnovu skloništa. U konačnici su se izvukli zaključci koji ukazuju na potrebu obnove skloništa, ali ukazuju i na potrebnu ponovnu aktualizaciju skloništa u javnom životu. Postavljanje kvalitetnog zakonodavnog okvira i smjernice u daljnjem razvoju primjene AHP-a na modelu obnove skloništa su također prepoznate kao potreba.

Abstract (english)

The aim of this thesis is to show the justification for the renovation of the shelters which is illustrated on the example of shelters of public kindergartens in Zagreb. At the beginning of this thesis the legislative framework surrounding the shelter issues and shelter definition has been analyzed. Identification of contemporary threats out that threaten the city of Zagreb was carried out, also the analysis of the existing disaster risk management system and additional recognized indicators that defined war and terrorism, earthquakes, floods, industrial accidents, nuclear accidents as contemporary threats in Zagreb. The difference of public kindergartens shelters states in Zagreb was also presented. Finally, AHP analysis was carried out to determine priority of the districts in Zagreb for shelter renovation. In the end, conclusions were presented that the renovation of shelters is truly needed, but it is also pointed out that shelters need to be more in the focus of public life. Furthermore, the need of quality legislative framework and future development of AHP application on the shelter renovation is also recognized.
