Abstract

Analiza mogućih rizika i njihova točna identifikacija u ranoj fazi provedbe projekta kao i njihovo praćenje kroz odgovarajući sustav ili alate omogućuje da se na vrijeme identificira pojava rizika te predlože potrebne mjere i radnje koje je potrebno poduzeti radi ublažavanja njihova utjecaja. Kako bi se u svim studijama izvodljivosti analizirale iste vrste rizika, koji se mogu pojaviti tijekom provedbe projekata, bilo bi potrebno izraditi bazu svih potencijalnih rizika. Za potrebe prijave projekata za sufinanciranje iz fondova Europske unije (EU) potrebno je izraditi kvalitetnu analizu rizika, odnosno identificirati stvarne rizike koji se mogu pojaviti tijekom pripreme i provedbe projekta. U ovom je radu prikazana analiza rizika na primjeru velikog željezničkog infrastrukturnog projekta, izrađena prema preporukama Europske komisije (EC). Na kraju su predložene smjernice za poboljšanje analize rizika kod infrastrukturnih projekata s posebnim naglaskom na projekte financirane od strane Europskih strukturnih i investicijskih fondova (ESI).

Abstract (english)

Analysis of potential risks and their accurate identification in the preliminary stages of project implementation, as well as their monitoring through the appropriate system or tools, enables timely identification of their occurrence and the necessary measures and actions that need to be taken to mitigate their impact. To analyze the same types of risks in all feasibility studies, which may appear during the implementation of the projects, it would be necessary to create a database of all potential risks. For the purposes of applying projects for co-financing from European Union (EU) funds, it is necessary to prepare a high-quality risk analysis, that is, to identify real risks that may arise during the preparation and implementation of the project. This thesis presents a risk analysis of a large railway infrastructure project, prepared according to the recommendations of the European Commission (EC). Finally, guidelines are proposed for improving the risk analysis of infrastructure projects with special emphasis on projects financed by the European Structural and Investment Funds (ESI).
