Abstract

Tržište radne snage u građevinarstvu Republike Hrvatske obilježeno je velikim nedostatkom kvalificiranih radnika. Taj se problem očituje produljivanjem rokova, povećanjem troškova i smanjenjem kvalitete građevinskih projekata. Cilj ovog diplomskog rada je analizom tržišta rada Republike Hrvatske sagledati trenutnu situaciju i predložiti mjere za rješavanje identificiranih problema. Prvi dio rada daje teorijski pregled zakonitosti tržišta rada, gdje su objašnjene ponuda i potražnja na građevinskom tržištu rada, ciljani korisnici i njihove potrebe, kao i pitanje politike zapošljavanja. Također su analizirani statistički podaci koji daju uvid u stanje na tržištu rada građevinskog sektora. U drugom dijelu rada opisano je istraživanje na temu nedostatka radne snage i zapošljavanja stranih radnika, u kojemu je sudjelovalo 20 građevinskih poduzeća iz Republike Hrvatske. Poslodavci navode pozitivne i negativne strane pri zapošljavanju stranih radnika te mjere koje poduzimaju zbog deficita radne snage. Na kraju rada razmatraju se konkretne strategije za poboljšanje stanja na građevinskom tržištu rada u Republici Hrvatskoj.

Abstract (english)

The Croatian construction sector labor market is characterized by a great shortage of skilled workers. The problem manifests by delayed, costly and poor-quality construction projects. The aim of this thesis is to analyze the Croatian labor market, assess the current situation and propose measures to address the identified problems. The first part of the thesis provides a theoretical overview of the labor market, which explains the supply and demand in the construction labor market, target users and their needs, as well as the issue of employment policy. Statistical data that provide insight into the situation on the labor market of the construction sector were also analyzed. The second part of the thesis describes research on the lack of workforce and employment of foreign workers, with participants from 20 Croatian construction companies. Employers named the pros and cons of hiring foreign workers and the measures they take to mitigate labor shortages. At the end of the thesis, strategies for improving the situation on the Croatian construction labor market are discussed.
