Fire Following Earthquake, FFE) opravdano se smatra jedinom od glavnih prijetnji u seizmički aktivnim područjima i kao takav predstavlja važan projektni scenarij koji bi se građevinskim propisima i standardima pri projektiranju trebao uzimati u obzir. Gledajući povijesno, zapisi iz prošlih potresa pokazuju da šteta uzrokovana naknadnim požarom može biti vrlo značajna, često premašujući štetu uzrokovanu potresom.

More suvremenim seizmičkim propisima/normama, konstrukcije se projektiraju kao duktilne, koje svojom duktilnošću, dopuštajući određenu razinu oštećenja, pritom izbjegavajući urušavanje, sprječavaju gubitak ljudskih života. Bitno za fenomen požara nakon potresa je osigurati da potres ne dovodi do značajnih pomaka i oštećenja požarne zaštite . Potres uzrokuje podrhtavanje i pomicanje tla, što može uzrokovati puknuće plinskih instalacija, te oštećenje dalekovoda i električnih instalacija općenito. Ovakav tip oštećenja posljedično može izazvati curenje i zapaljenje prirodnog plina, iskrenje, odnosno nastanak požara. U situacijama u kojima su zgrade oštećene potresom, ugrožene sigurnosti, uz spomenuto oštećenje instalacija, požare je teško kontrolirati (dvije izvanredne situacije). U tom slučaju, požar će nakon potresa djelovati na oštećenu konstrukciju koja je ranjivija u odnosu na početnu. Ovim radom će se za specifični primjer nosive višekatne čelične konstrukcije projektirane prema europskim propisima kvantificirati utjecaj fenomena požara nakon potresa. Maksimalno opterećenje požarom nakon maksimalnog potresa je scenarij manje vjerojatnosti, stoga se, u projektnom scenariju s više opasnosti (engl. Multiple hazard approach) kao što je FFE, pojedina i vjerojatna kombinacija događaja moraju razmotriti u kontekstu projektiranja temeljenog na ponašanju (engl. Performance-Based Building Design). Povećanje otpornosti na požarno opterećenje čeličnih konstrukcija u praksi se provodi korištenjem pasivnih ili aktivnih sustava zaštite od požara, koji su u povijesnim primjerima pokazali visoku varijabilnost u svojim trajnim oštećenjima uslijed potresa, te se na njihovu efikasnost ponekad nije moguće osloniti. U ovom radu je kvantificirano otkazivanje aktivne požarne zaštite, dok je otkazivanje pasivne požarne zaštite teže kvantificirati. Kako bi se znalo više detalja o ponašanju pasivne požarne zaštite u slučaju požara i kako bi se isti utjecaj mogao kvantificirati, potrebno je napraviti više eksperimentalnih istraživanja ponašanja zaštite, ali i utjecaju lokalnih oštećenja, u potresu na konačno ponašanje na djelovanje požara nakon potresa. Glavni cilj rada je poboljšati trenutno razumijevanje ponašanja čeličnih višekatnih konstrukcija u požaru nakon potresa s ciljem davanja preporuka za projektiranje, izvođenje, ali i buduća znanstvena istraživanja. Pretpostavka koja se uvodi je da će do požara doći odmah nakon potresa, uz mogućnosti izazivanja trajne deformacije, zaostale pomake i povećanje učinka 2. reda. Oštećenja nastala tijekom potresa predstavljaju opasnost od smanjenja otpornosti konstrukcije na djelovanje požara.
Na proučavanoj studiji slučaja projektiranoj na djelovanje potresa i požara zasebno utvrđeno je da ukoliko je građevina pravilno projektirana i izvedena prema važećim europskim propisima, te tijekom potresa ne dođe do oštećenja požarne zaštite ni rezidualnih deformacija, ne bi trebala biti ugrožena djelovanjem požara nakon potresa. Međutim, ukoliko ipak dođe do odvajanja pasivne zaštite u potresu, nosiva konstrukcije više ne zadovoljava zahtijevano vrijeme otpornosti na požar. Također, ukoliko u potresu dođe do otvaranja plastičnog zgloba, nosiva konstrukcija (okvira, prečke) u potresu otkazuju naknadnim mjerodavnim požarom. Dodatno, kvantificiran je i utjecaj segmentnog otkazivanja aktivne požarne zaštite u potresu, te je zaključeno da ukoliko projektirana aktivna zaštita otkaže, te nije omogućen siguran pristup vatrogasnih ekipa konstrukciji dolazi do otkazivanja pojedinih elemenata jer se povećava požarno opterećenje. Kako bi se povećalo razumijevanje FFE, i bolje kvantificiralo, potrebno je napraviti više istraživanja o ponašanju pasivne zaštite od požara nakon potresa u seizmički aktivnim područjima, izloženim velikim pomacima i vibracijama. Dodatno, pri projektiranju u seizmički aktivnim područjima, osim konstrukcije, na opterećenje potresom potrebno je projektirati i aktivnu zaštitu od požara kako bi se osigurala njezina funkcionalnost nakon djelovanja potresna. Uz aktivnu požarnu zaštitu potrebno je na urbanoj razini (gradova i naselja) osigurati sigurne i prohodne pristupne puteve. U proračunskom scenariju požara nakon potresa, sugerira se proučavati posebno starije građevine, projektirane prema starijoj tehničkoj regulativi (manje konzervativnoj po pitanju seizmičkog djelovanja), jer bi one u slučaju otvaranja plastičnih zglobova bile ranjivije na djelovanje naknadnog požara. ... More designed as ductile and allow a certain level of damage while avoiding collapse, preventing the loss of human lives. It is essential for the phenomenon of fire after an earthquake to ensure that it does not damage fire protection and cause significant displacements. An earthquake causes shaking and movement of the ground, which can cause the rupture of gas installations and damage transmission lines and electrical installations. This type of damage can consequently cause a leak and ignition of natural gas, i.e., a fire. Safety is threatened when an earthquake damages buildings and installations, and following fires are difficult to control (two following emergencies). In this case, the fire after the earthquake will affect the damaged structure, which is more vulnerable than the initial one. This work will attempt to quantify the impact of the fire phenomenon after an earthquake for the specific case of a load-bearing multi-story steel structure designed according to European regulations. The maximum fire load after the maximum earthquake is a statistically less likely scenario; therefore, in a multiple-hazard approach design scenario such as FFE, the individual and probable combination of events must be considered in performance-based building design. Increasing the resistance to fire load of steel structures in engineering practice is carried out by using passive or active fire protection systems, which in historical examples have shown high variability in their permanent damage due to earthquakes, and sometimes it is not possible to rely on their effectiveness. In this paper, the failure of active fire protection is quantified, while the failure of passive fire protection is more difficult to quantify precisely. In order to know more details about the behaviour of passive fire protection in the event of an earthquake and to be able to quantify the same impact, it is necessary to do more experimental research on the behaviour of the protection also on the influence of local damage, on the action of the fire after the earthquake.
The main goal of the work is to improve the current understanding of the behaviour of multi-story steel structures in fire after an earthquake to provide recommendations for design, execution, and future scientific research. The assumption being introduced is that the fire will occur immediately after the earthquake, with the possibility of causing permanent deformation, residual displacements, and an increase in the second-order effect. Damage caused during an earthquake poses a risk of reducing the structure's resistance to fire.
In the case study designed for the effects of earthquakes and fires separately, results show that if the building is appropriately designed and constructed according to current European regulations, and during the earthquake, there is no damage to fire protection or residual deformations, it should not be threatened by the effects of fire after the earthquake (FFE). If the passive protection is detached or cracked during an earthquake, the load-bearing structure no longer meets the required fire resistance time. Furthermore, if the plastic joint opens in an earthquake, the load-bearing structure (frame, crossbars) fails in the earthquake due to a subsequent relevant fire. In addition, the influence of segmental failure of active fire protection in an earthquake was quantified, and it was concluded that if the designed active protection fails and safe access for firefighters to the structure is not provided, individual elements fail because the fire load increases. Standard EN 1991-1-2 (Annex E) considers fire protection failure by increasing the fire load. To increase the understanding of FFE and quantify it better, future work should be directed to the behaviour of passive fire protection in an earthquake in seismically active areas exposed to horizontal movement and vibrations. In addition, when designing in seismically active regions, in addition to the structure, active fire protection should also be designed according to the earthquake load to ensure its functionality after the earthquake. In addition to active fire protection, it is necessary to provide safe access routes at the urban level (cities and settlements). In the calculation scenario of a fire after an earthquake, it is suggested that older buildings be studied, particularly those designed according to older technical regulations (less conservative in seismic action).
